Dear Chair Mallory:
We request consultation with the Council on Environmental Quality regarding the
Federal Energy Regulatory Commission Notice of Proposed Rulemaking (NOPR) to
amend its existing regulations for permits to site interstate electric transmission facilities
(RM22-7). The NOPR was published in the Federal Register on January 17, 2023, with a
request for comments by April 27, 2023.1
