Abstract: This information request requires applicants for the Federal Highway Administration’s (FHWA) Highway Use Tax Evasion (HUTE) Grants to use the forms in the grants.gov application. The program is open only to State agencies (50 States and the District of Columbia). The responses are required only when the State agencies are applying for one of the HUTE grants. The applications would be submitted as needed, but no more than once each award cycle (yearly). The applications require several documents that will collect demographic, agency, and budget information, but also must include a detailed project narrative describing the issue(s) to be addressed, and a tentative work plan to address the issue(s). Once submitted through grants.gov, the information would be downloaded by the HUTE program office in the FHWA Office of Highway Policy Information, and analyzed by a panel of subject matter experts who will make recommendations on what projects should be funded. The recommendations are then reviewed by a Senior Review Team and reviewed by several other offices at FHWA. The final approval is made after a review by the Office of the Secretary of Transportation.
