Overview and Instructions
The Transportation Pooled Fund (TPF) Excellence Awards Program highlights the importance of meaningful
collaboration and partnership in transportation research by recognizing TPF studies that have significantly
advanced national research efforts in the areas of safety, economic growth, equity, climate solutions, and/or
transformation. Administered through a partnership between the Federal Highway Administration (FHWA)
and the American Association of State Highway and Transportation Officials Research Advisory
Committee, the biennial TPF Excellence Award will recognize two TPF studies, with at least one led by a
State department of transportation (DOT).
Any TPF Program participant can nominate a TPF study that is in the objectives fulfilled phase by
September 30, 2025. The nominator is responsible for completing a nomination form that
summarizes the outstanding accomplishments of the entry. FHWA will use the collected
information to evaluate, showcase, and enhance the public’s knowledge of research and
innovation conducted through these TPF projects.
An independent panel of judges from various backgrounds will review the nominations. Judges will
evaluate nominations based on how clearly the application demonstrates and describes how the TPF study
research achieved the following:

Improvements to the transportation industry.
Value added to and utilization and implementation by the transportation community.
Promotion of research and/or innovation.
Use of the project deliverables by multiple State partners.
Advancement of U.S. Department of Transportation (USDOT) strategic goals: safety, economic
strength, equity, climate and sustainability, transformation, and organizational excellence.

Nominations for the 2026 TPF Excellence Awards cycle will open on August 8, 2025, and close on
September 26, 2025.

This collection of information is voluntary and will be used to support the Federal Highway Administration
(FHWA) Transportation Pooled Fund (TPF) Program Excellence Awards, which highlight the importance of
meaningful collaboration and partnership in transportation
