first nut ed contact is done during certification. Was this counted for in certification section? How about in section 246.4 (state plan section) where Nut Ed may be reported in State plans. For the second Nut Ed contact, it may have decreased due to online options. I am just thinking that 1st Nut Ed contact may have been reported in State Plan or Certification sections. Just to check for any duplication as Nut Ed is a regulatory requirement, I am not sure how this was missed previously.
