OMB approves this collection for a period of one year under the following conditions. The agency must: 1) Submit the rationale behind these instrumentsâ race and ethnicity question (Q17 from the SDSC questionnaire [Att. C-2] and Q25 from the RCC questionnaire [Att. C-1) that deviated from the OMB guidelines, and 2) add a note to the supporting statement A explaining your agencyâs plan and timeline for revisions of the aforementioned instrumentsâ race and ethnicity questions to better align with the revised SPD 15 guidelines in one year.
This package is conditionally cleared for a year, recognizing the following circumstances:
1) Categorization of Biracial or Multiracial Residents: There are inherent difficulties in accurately categorizing biracial or multiracial individuals under the current framework, which may impact data quality and inclusivity.
2) Use of proxy Respondents: The use of proxy respondents, such as center deputy directors relying on Electronic Health Records (EHRs), particularly in smaller centers, poses challenges in cases where race and ethnicity data may not be consistently documented.
3) Category for "Unknown" or "Not Reported" Races: There is an ongoing need for the inclusion of categories for "unknown" or "not reported" races to ensure the survey completion, especially when race or ethnicity information is unavailable.

The goal of this study is to collect data for the residential care community (RCC) and adult day services center (ADSC) survey components of the 6th wave of the National Post-acute and Long-term Care Study (NPALS), formerly known as the National Study of Long-Term Care Providers or NSLTCP. The data to be collected will include the basic characteristics, services, staffing, and practices of RCCs and ADSCs, and the demographics, selected health conditions and health care utilization, physical functioning, and cognitive functioning of RCC residents and ADSC participants. Items on COVID-19 prevalence and experience will be included. This data collection will also include subject matter expert interviews about electronic health record (EHRs) platforms in RCCs and ADSCs. This revision requests to increase sample sizes, make minor revisions to the data collection instruments, and add data retrieval telephone calls.

Burden changes are due to increased sample sizes for both RCCs and ADSCs, going back to one instrument and minor changes to the questionnaires for RCCs and ADSCs to improve usability, and addition of the data retrieval telephone calls.
