The Lead and Copper Rules (LCR) goal
is to reduce the levels of lead and copper in drinking water. The
proposed Lead and Copper Rule Improvements (LCRI) builds upon the
LCR and subsequent revisions including the most recent 2021 Lead
and Copper Rule Revisions (LCRR). The proposed LCRI would require
community and non-transient non-community water systems to replace
lead service lines (LSLs) and galvanized requiring replacement
(GRR) service lines (galvanized lines currently or previously
downstream of an LSL) and, under specified conditions, install
source water treatment, install and/or reoptimize corrosion control
treatment (CCT), conduct public education, or distribute and
maintain point-of-use (POU) treatment. The proposed LCRI also
expands public education requirements for lead and requires greater
public access to information on lead. This ICR estimates the
incremental burden impacts of revisions to the LCR and 2021 LCRR in
terms of the burden and costs for the first three years after the
rule is published (estimated as 2024 to 2027).
