The Veterans Child Care Assistance Program (VCAP) received two comments in response to the 60-Day Federal Register Notice published on August 6, 2024 (tracking number lzi-jcyw-1b1g).


  1. VA-2022-VACO-0001-0206 We appreciate the commentor’s question, and VCAP responds as follows:


  • Please clarify why “VA Form 10-381—VCAP Appointment Certification Form” is needed. If a Veteran is attending an appointment at the clinic, can that be confirmed through the system before the Veteran drops off the child?


Pursuant to the statutory authority for this program (38 United States Code 1709C), only certain types of appointments are eligible for child care assistance. The VCAP program will not confirm appointments and determine eligibility using VA electronic health record data. Form 10-381 is needed because the child’s caregiver will certify that they have one of the eligible appointment types at the VA medical facility at the time they are requesting child care assistance. Additionally, the form will ensure that unscheduled (“walk-in”) appointments, which are eligible under the VCAP, will be eligible for child care assistance. A rulemaking concerning the specific regulations and procedures for the VCAP is forthcoming, which will provide additional insight into how this program will be operated.

  • Why is this information not provided to eligible veterans during their appointment?


Information around child care services/benefits is not actively being shared yet because the program has not yet been implemented. Once the Veteran Child Care Assistance Program is actively offering benefits and services to veterans around child care, all efforts will be made to educate the veteran of child care support at the time their VA appointment is scheduled. In addition to scripting for schedulers, there will also be a two-pronged approach to external communication and education surrounding both the benefits and services of VA child care support.
