The Department is requesting an extension of the application used to make new grants under the Upward Bound (UB) Program. This application will be used to conduct the Fiscal Year (FY) 2027 competition for new awards and collect data under the UB Program. The UB Program provides grants to institutions of higher education, public and private agencies and organizations, community-based organizations with experience in serving disadvantaged youth, combinations of such institutions, agencies and organizations, and secondary schools. Upward Bound provides fundamental support to participants in their preparation for college entrance. The program provides opportunities for participants to succeed in their precollege performance and ultimately in their higher education pursuits. Upward Bound serves: high school students from low-income families; and high school students from families in which neither parent holds a bachelor's degree. The goal of Upward Bound is to increase the rate at which participants complete secondary education and enroll in and graduate from institutions of postsecondary education. This discretionary grant falls under the streamlined grant process, 1894-0001, which waives the 60-day comment period (P.L. 104-13, Section 3505(a)(2)).
