The amendments are intended to
continue and further the Commission’s ongoing efforts to make the
EDGAR system more comprehensive by including more filings in the
mandated electronic filing category. We anticipate that the
amendments would, in the aggregate, increase the burdens and costs
to registrants associated with compliance with the federal
securities disclosure regime. These estimated burden and cost
increases are expected to result primarily from the costs for
filers who must apply on Form ID for access to file on EDGAR and
must modify their processes for submitting their Form 144 filings
electronically rather than in paper or by email. For purposes of
the PRA, we estimate that the amendments to Form ID will result in
an increase in the estimated number of annual responses of 9,190
and a net increase of 1,379 burden hours.
