Abstract: This generic clearance will improve USAID’s ability to quickly implement meaningful research, monitoring and evaluation processes pursuent to the Foreign Assistance Act and primarily conducted outside of the U.S., including during unexpected and rapidly changing circumstances, and to monitor the operational security of implementing partner staff and projects and conduct safety accountability during a crisis.
