This request is for a revision and
extension of a currently approved collection of information. The
revisions are a result of a final rule (RIN: 0648-BM70) under the
Tuna Conventions Act (TCA) of 1950, as amended, to implement
Resolutions adopted at the 101st Meeting of the Inter-American
Tropical Tuna Commission (IATTC) in August 2023. These Resolutions
include Resolution C-23-03 (Amendment to Resolution C-99-07 on Fish
Aggregating Devices) and Resolution C-23-04 (On The Design and
Biodegradability of Drifting Fish Aggregating Devices (DFADs) in
the IATTC Area of Competence). The final rule modifies regulations
for the design of fish aggregating devices (FADs) in the eastern
Pacific Ocean (EPO) to require non-entangling and biodegradable
materials. Furthermore, the rule requires that vessels engaged in
FAD recovery projects in the IATTC convention area report data on
recovered FADs to the IATTC.
Pursant to the final ruling of
0648-BM70, there was a heavy decrease and adjustments in the number
of active purse seine vessels and average submitted logs/ FADs
forms. Even with the addtion of a new IC, major reduction has
occured. Including the active number of vessels that correspond to
the cannery offloads and data accepted via 2021-2023.
