The burden hours have increased since the previous approval due to significant increases in respondents, increased estimated hourly wages, and increased expenditure on operation and maintenance of the CATCH website and database due to various expansions of the CATCH program pursuant to legislative and policy changes, which are detailed below: CATCH eligibility was expanded to include the following individuals: 1. Those who file Unrestricted Report with the Sexual Assault Prevention and Response (SAPR) program but do not disclose the identity of the suspect to law enforcement (NDAA FY20, DODI 6495.02-V1, and DODI 5505.18). 2. Those who file a report of intimate partner sexual abuse with the Family Advocacy Program (FAP) (NDAA FY15, DoDI 6400.06, and DODI 5505.18) 3. Those who decline to file a formal report of sexual assault with the SAPR program (IRC Recommendation 4.2c, DoDI 6495.02, DoDI 6495.02-V1, and DoDI 5505.18). CATCH was further modified to allow users the ability to print their entry for their own records or to be used for a disability claim with the Department of Veterans Affairs (IRC Recommendation 4.2c and DODI 6495.02-V1).
