Short Statement: In this submission there is an increase of 2,702 responses and 21,580 burden hours. This increase is due to an Agency adjustment in how the number of reports filed annually was calculated. Also, the response time for form RD 400-4 has increased from 15 minutes to 4 hours to more accurately reflect the time respondents spend completing this form.
