Federal Highway Administrationâs (FHWA) requests the Office of Management and Budget (OMB) approve a clearance for the information collection entitled, Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Competitive Grant Program and Voluntary Resilience Improvement Plans. This is a new request for information collection (IC). The supporting statement below covers PROTECT Grant Administration and Technical Assistance. A second supporting statement describes related Program Evaluation activities.
* Responding to the collection is voluntary and is required to obtain or retain a benefit.
* Responders are Metropolitan Planning Organizations (MPOs), States or political subdivisions of a State (including the U.S. Territories Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands), units of local governments, special purpose districts or public authorities with a transportation function, including port authorities, Indian Tribes (as defined in 23 U.S.C. § 207(m)(1)), Federal land management agencies, and multijurisdictional groups comprised of these entities.
* The collection is a grant application, grant agreement, project management during implementation, and project evaluation. It has a reporting requirement.
* The information is collected as needed.
* Information relevant to the application as detailed in the Notice of Funding Opportunity (NOFO), and any reporting requirements agreed to by grant recipients.
* The information will be received by FHWA.
* The purpose of the collection is to receive information relevant to evaluating applications to the PROTECT Competitive Grant program, per the NOFO, and reporting requirements agreed to by recipients of the grants.
