This is a mandatory collection from large certificated air carriers on their financial condition. It consists of balance sheet and income/expense information. The collection is on a monthly, quarterly, semi annual & annual basis depending on the size of the air carrier and the data being reported. The Department of Transportation uses this data to determine continuing air carrier fitness, safety analysis, international route negotiations. The Department of Commerce uses this data to prepare its benchmark estimates of the gross domestic product. The Department of Justice uses this data to conduct antitrust analysis. The Department of Energy uses this data to monitor industry fuel consumption for emergency preparedness. This is a revision to a current collection in that we are asking for additional burden hours to collect segregated fees charged by the air carriers. Air carriers already report this data but not in a separate identifiable form. The burden hours affected pertain only to the P-2 Notes and consist of an additional two hours to prepare, per report, per respondent.

The number of air carriers that report Form 41 data has decreased from 60 in 2021 to 56 in 2024. Total estimated Annual Burden has increased from 14,358 hours in 2021 to 15,034 hours in 2024. Some of the carriers among the previous reporting carriers ceased operation, some are close-out, some certificate was or are being revoked. There were several carriers that claimed bankruptcy and no longer reporting. So the total number of reporting carriers decreased from 2021 to 2024. The increase in total hours is due to the air carrier group change. Carriers in different group reports different schedules. Also, with the grouping change, depending upon the carrier revenues will determine what group they are in and what needs to be reported. This changes every year. A carrier may have been a medium regional and now report as a national, their reporting requirement goes from reporting semi-annually to quarterly. Although the total number of the carriers has decreased, there are more carriers in the group that needs to spend more time reporting data in 2024 than in 2021, so the total hours increase from 2021 to 2024.
