14 CFR Part 241 requires large certificated air carriers to submit financial data to the Department of Transportation (DOT) on a monthly, quarterly, semi-annual and annual basis. These include an Income Statement, Balance Sheet, Inventory of Air-frames and Aircraft Engines, Statement of Cash Flows, Notes to financials, Aircraft Operating Expenses, Interim Operations Report, Operating Expenses by Objective Groupings, Operating Expenses by Functional Groupings, Employment Statistics by Labor Category and Fuel Consumption by Type of Service and Entity. These are used by the DOT in International Negotiations, Safety Analysis, Continuing Air Carrier Fitness, FAA Air Carrier Certification, review of International Air Transport Association (IATA) Agreements, Civil Reserve Air Fleet Program for (emergency preparedness), included in the Department of Commerce's Gross Domestic Product, Department of Justice's antitrust analysis, Department of Energy's fuel consumption monitoring for emergency preparedness.
