This submission includes a series of non-substantive changes to the follow-up web surveys to the comparison PHAs and to the treatment PHAs to be administered as part of the Moving to Work, Landlord Incentives Cohort Evaluation. The proposed changes to the instruments have been made based on feedback from the research study team and experiences with the baseline web survey. Changes have been approved by the Institutional Review Board (IRB). Proposed edits have been made to enhance participant comprehension and streamline the web survey response process. We do not anticipate these revisions to affect either the annual reporting and recordkeeping hour burden or the annual reporting and recordkeeping cost burden for the data collection. Please see the second page for details on the proposed changes to each item.

  • Re-formatted question 14 from open-ended narrative response to survey items, which are now linked to the checklist of waivers in question 13 (question 8 after revision). When a respondent checks a waiver, the survey presents one to six follow-up items (as relevant to the waiver). These items include questions about the following: the date activity started, the number of times the action took place, the cost of the activity, the source of funds to pay for the activity, the use of MTW fund fungibility to pay for the activity. Most respondents will check two or three waivers, a few respondents may check four or more waivers. The survey items require answers of one word, number, or date, or simply checking a yes or no box. Although the re-formatting of question 14 may look like adding several items, the reformatting will not add burden hours because the items will be much easier and faster to respond to compared to an open-ended narrative response and because most respondents will only check a few of the waiver boxes.

  • Removed question 15 (replaced with the checklist in question 9, see note below)

  • Removed question 16 because it is not needed

  • Added question 9. Question 9 is a checklist of landlord outreach activities that replaces question 15. The checklist format reduces respondent’s burden and increases the accuracy of the information collected. Although question 9 looks longer than the original question 15, respondents can answer it more quickly because they simply check the relevant boxes. When respondents check a box, they get one follow-up question that asks about the frequency of the action. Most respondents will check five to seven of the activities.

  • Revised study description to focus on landlord incentives, not MTW. This may increase the response rate. Several non-MTW PHAs that received the baseline survey believed we had contacted them by mistake because they are not MTW agencies and therefore didn’t fill out the survey.

  • Changed the open-ended question (original question 14) with narrative response into a set of specific survey items with short answers tailored to each of the inspection flexibilities. This makes the survey simpler and faster for respondents and increases accuracy of data collection.

Part E: Financial Incentives for Landlords


(Note that Part E is only presented to respondents who indicate in Part C that they offer financial incentives to landlords.)

  • Changed the open-ended question (originally question 18) that asked for a narrative response into a set of specific survey items with short answers tailored to each of the financial incentives asked about. This makes the survey simpler for respondents and increases accuracy of data collection.

Part F: Other Incentives

  • Removed this section which consisted of one long question with expected long narrative responses and replaced it with the specific check box “Other financial incentive” in Part E: Financial Incentives. This makes the survey simpler and faster for respondents and increases accuracy of data collection.
