This statement is to request the Office of Management and Budgetâs (OMB) approval for a new information collection request (ICR) titled âThe ADS-equipped Vehicle Safety, Transparency, and Evaluation Program." This new ICR is due to the National Highway Traffic Safety Administrationâs (NHTSA) development of a notice of proposed rulemaking (NPRM) titled âThe ADS-equipped Vehicle Safety, Transparency, and Evaluation Program.â
The ADS-equipped Vehicle Safety, Transparency, and Evaluation Program (AV STEP) is a voluntary program proposed by NHTSA to complement and further the agencyâs automated driving systems (ADS) oversight, rulemaking, research, and transparency efforts. As part of this framework, NHTSA also proposes to administer two types of exemptions: (1) an FMVSS exemption for particular purposes under 49 U.S.C. 30114(a); and (2) an exemption from the make inoperative prohibition in 49 U.S.C. 30122. AV STEP would be available to vehicle manufacturers, ADS developers, fleet operators, and system integrators of ADS-equipped vehicles that would operate on public roadways in the United States. Information would be collected in the form of an initial program application (which may include an exemption request, if applicable), as well as participation reporting and amendment requests. When applicants become participants of the program, they would then be subject to participation reporting and could submit participation amendment requests. Participation reporting would include regular reporting as well as ad hoc reporting triggered by certain incidents or updates during operation. Applicants and participants would be required to report information regarding their vehicles, ADS, and operations. NHTSA would receive and review applications and reports throughout an entityâs participation in AV STEP. NHTSA also proposes to publish certain information about each application and participation.
This is a new information collection, therefore program changes are represented in the above answers to questions 12 and 13. The estimated total annual burden hours are 28,085 hours and total cost is $0.
