Abstract: To provide procedures under which FCIC will provide a final agency determination in response to an inquiry regarding the interpretation of any provision of the Federal Crop Insurance Act or any regulation promulgated thereunder, or on the written interpretations of FCIC procedures that are not covered by the regulations (e.g., procedures in handbooks, manuals memoranda, and bulletins). Also, providing instructions on how to request Final Agency Determinations (FAD).

Short Statement: When reviewing this collection for renewal, FCIC averages the number of requests submitted over a three-year-period to determine the annual number of requests. The average number of requests submitted decreased, therefore, the overall burden decreased as the calculation is the same except for the number of requests.
