OMB approves consistent with the understanding that: 1) the Census Bureau should transmit all data collected, or documents prepared, under OMB Control Number 0607-1004 upon request to the National Center for Science and Engineering Statistics; 2) the Census Bureau must consult with and obtain written approval from the National Center for Science and Engineering Statistics on any future planned revisions to this ICR prior to submission to OMB; and 3) all data assets resulting from this collection must be cataloged in the agency comprehensive data inventory, consistent with the Foundations for Evidence-Based Policymaking Act of 2018, OMB M-25-05, and other related policies and guidance. Within 90 days of this approval and as requested thereafter, the Census Bureau and the National Center for Science and Engineering Statistics must brief OMB on the implementation of the 2025 Annual Business Survey and provide an overview of any planned, proposed revisions to the 2026 Annual Business Survey.

In an effort to improve the measurement of business dynamics in the United States, the Census Bureau is conducting the 2025 Annual Business Survey (ABS), covering reference year 2024. The ABS combines Census Bureau firm-level collections to reduce respondent burden, increase data quality, reduce operational costs, and operate more efficiently. The ABS provides information on selected economic and demographic characteristics for businesses and business owners by sex, ethnicity, race, and veteran status. Further, the survey measures research and development for microbusinesses, new business topics such as innovation and technology, as well as other business characteristics.
The burden has decreased due to fewer employer businesses sampled to reduce burden on respondents and provide summary-level statistics by demographics. Burden is also reduced due to streamlined content on survey.
