Abstract: The National Park Service Centennial Act (Centennial Act), Pub. L. No. 114-28, Title VII, 54 U.S.C. §§ 101931- 101938, established the Visitor Experience Improvements Authority (VEIA) allowing the NPS to solicit, award, and administer commercial services contracts and related professional services contracts for the operation and expansion of commercial visitor facilities and visitor programs in units of the National Park System
