Dear Commenter,
Thank you for the message of support for the upcoming Conservation Effects Assessment
Project (CEAP) and the benefits of previous iterations of the survey. This reinstatement
includes the upcoming CEAP Surveys to be conducted for production years 2024, 2025, and
2026. Each year’s survey is expected to sample about 20,000 farm operators.
NASS allows eligible researchers the opportunity to access restricted microdata for select
statistical research projects. NASS is responsible for protecting the confidentiality of its survey
respondents. For this reason, prospective researchers commit to exclusively statistical uses of
the data and data confidentiality must be considered before they are permitted access to NASS
restricted data. Potential candidates must submit a research application using the Office of
Management and Budget’s (OMB) Standard Application Process. After receiving the application,
NASS’s Data Access and Disclosure Review Board (DADRB) will assess the proposal for feasibility
based on several factors including fitness for use and potential disclosure risk. In addition, the
CEAP survey samples are a subset of the National Resources Inventory (NRI) samples of the
USDA’s Natural Resources Conservation Service (NRCS). The DADRB will work with appropriate
NRCS staff to evaluate the applications in order to protect the confidentiality of NRI samples.
