Participation and the implementation of grant initiatives issued by HUD require standardized financial reporting. As HUD continues to prioritize transparency and oversight of federal funds, more grant recipientsâincluding subrecipients and newly eligible entitiesâare now required to submit the SF-425 to ensure consistent financial accountability across programs. This growth aligns with efforts to strengthen compliance with OMB guidance and improve the quality of financial data reported to federal agencies.
