Through its proposed rule (RIN 1012-AA39), ONRR seeks to amend its regulations to, among other things, allow a Federal coal lessee to propose alternative depreciation schedules to ONRR for its review and approval as part of the lessee's non-arm's-length allowance. If ONRR's final rule goes into effect, a lessee could use the information submitted as part of its allowance reporting to deduct certain costs from royalty value otherwise owed.
