The standards require covered employers to monitor employee exposure to respirable crystalline silica, to establish either regulated areas or a written access control plan, to conduct medical surveillance, and to establish and maintain accurate records of employee exposure to respirable crystalline silica and employee medical records. These records will be used by employers, workers, physicians and the Government to ensure that workers are not being harmed by exposure to respirable crystalline silica.

The agency is requesting an adjustment increase of 390,697 in burden hours, increasing from 7,796,128 to 8,186,825 hours. The increase is largely due to an increase in the number of estimated new affected construction establishments, as a result of an increase in the business formation rate (U.S. Census Bureau, 2022), that are required to develop and implement written access control plans; and an increase in the number of employees undergoing periodic medical examinations as a result of an updated estimation method. Also, the agency is requesting an adjustment increase of $30,237,586 for operation and maintenance costs going from $261,709,625 to $291,947,211. This increase is mainly due to an increase in the number of medical goods and services.
