14 CFR part 65 prescribes, among other things, rules governing the issuance of certificates and associated ratings for mechanics, repairmen, parachute riggers.
The information is collected on forms submitted by applicants for mechanic, repairman, or parachute rigger certificates.
The information is used for evaluation by the FAA and is necessary for determining eligibility for issuance of a certificate or rating. In addition to completing and submitting the required application for a certificate or rating, applicants are required to provide the FAA evidence of training or experience related to the certificate, rating, or certificate privileges sought, to include the following:
⢠Mechanic applicants must provide evidence of meeting one of the experience requirements of § 65.77 (i.e., either practical experience or 14 CFR part 147 training).
⢠IAW § 65.83(b)(6) Mechanics with inspection rating must maintain records for 2 years to be able to demonstrate completion of the recent experience requirements (§§ 65.83(b)(2)(i) thru (iv)).
⢠Mechanics with an inspection authorization at the effective date of the IA final rule (which creates the inspection rating) may request a replacement mechanic certificate.
⢠Parachute rigger applicants must provide evidence of packing a minimum number of parachutes, and in some cases experience.
⢠Light-sport repairmen applicants must show evidence of completing the required training course and passing the course test.
⢠Repairman applicants employed by a repair station or air carrier must provide their employer recommendation and evidence of training or experience.
⢠Amateur aircraft builder repairmen must show evidence they are the primary builder of the aircraft for which privileges are sought.
Training course providers of inspection rating refresher courses or light-sport repairman training courses must submit their training course to the FAA for acceptance. Additionally, the training course provider must issue a completion certificate to students who complete an FAA-accepted training course.
Mechanic and parachute rigger applicants who fail a required certification test, and who test within 30 days of that test failure, must present a signed statement certifying that the applicant has received additional instruction in each of the subjects failed. Certificated parachute riggers must maintain records of the packing, maintenance, and alteration of parachutes performed or supervised by the parachute rigger.

The FAA is revising this collection to reflect changes to align with proposed rulemaking Mechanic Certification: Inspection Rating and Recent Experience Requirements (Inspection Rating), Docket No. FAA-2026-6671 (RIN 2120-AM04), including to:
⢠Revise form FAA 8610-1, Mechanicâs Application for Inspection Authorization,
⢠Revise form FAA 8610-6, IA Refresher Course Acceptance Request, and
⢠Add a new recordkeeping requirement for mechanics with inspection rating
⢠Add a one-time collection as an online form for IA holders to request a replacement certificate with an inspection rating.
The specific changes to form FAA 8610-1 include:
⢠Revised the name of âinspection authorizationâ to âinspection rating,â
⢠Revised the language and regulation citations in blocks 5, 6, 7, and 8 to align with the proposed regulations.
⢠Removed blocks 9 and 10 and reordered the remaining blocks.
⢠Amended new block 11 (previously block 13) to remove ââ¦or inspection authorization.â
⢠Revised new block 12 (previously block 14) to remove the ârenewalâ check box.
The specific changes to form FAA 8610-6 include:
⢠Revise the name of the form from âIAâ to âIRâ
⢠In Section A, revise the language from âIA Renewalâ¦â to âIR Refresherâ¦â
⢠In Section D, revise the language from ââ¦IA renewalâ to âIR refresher creditâ
⢠In Section E, revise to change each reference of âIAâ to âIRâ and amended the regulatory citation to align with the revised regulations in the proposed rulemaking.
In the proposed rulemaking, 14 CFR § 65.83 is revised to include a recordkeeping requirement for mechanics with inspection rating to maintain records for 2 years to be able to demonstrate that they meet the recent experience requirements.
As well, in the proposed rulemaking, mechanics that have a current inspection authorization when the final rule becomes effective will be entitled to an inspection rating. The proposed rule would add a one-time information collection as an online form for IA holders to request a replacement mechanic certificate with an IR.
Additionally, all references to âinspection authorizationâ in the supporting statement have been changed to âinspection ratingâ and all references to inspection authorization renewal have been removed.
