The Military Community Advocacy (MCA) Family Advocacy Program (FAP) oversees the New Parent Support Program (NPSP) across all Services. NPSP provides primary and secondary parent-education prevention services to military families with very young children. A recent NPSP evaluation (i.e., Navy NPSP Evaluation â 0704-0645) found that the primary screening instrument used to assess risk of family violence and guide services (i.e., The Family Needs Screener [FNS]; developed by researchers at the University of New Hampshire in the late 1990s) may not be working as intended. Because the FNS is widely used across the Services, MCA seeks to conduct additional research to help inform policy decisions about its continued and future use. The current addendum focuses on phase II of this research, which will examine how well the FNS works as a tool for identifying families who may be at risk for family violence as a screening tool for NPSP. Phase II will take place over three years, with all Services sharing a random, de-identified sample of 10% of their completed FNSs as part of their NPSP screening process. Data from about 4,500 FNS instruments are expected to be reviewed in phase II. The findings will guide future phases of the project and help ensure NPSPs across all Services use a valid and reliable screening instrument that meets DoD Instruction 6400.05 standards.
Burden has increased due to the number of respondents increasing from 315 Navy-connected participants in phase I to 45,000 military-connected participants across all Services in phase II.
