The PSRS comprises 7 weekly surveys that make up the Weekly Petroleum Supply Reporting System (WPSRS), 8 monthly surveys that make up the Monthly Petroleum Supply Reporting System (MPSRS), one standby emergency survey, and one annual survey of refineries. The weekly petroleum and biofuels supply surveys collect data on petroleum refinery operations, blending, biofuels production, inventory levels, imports of crude oil, petroleum products, and biofuels from samples of operating companies. The monthly and annual petroleum and biofuels supply surveys collect data on petroleum refinery operations, blending, biofuels production, natural gas plant liquids production, inventory levels, imports, inter-regional movements. The standby emergency survey collects data on storage capacity for crude oil, petroleum products, and biofuels.

Market consolidation, facility closures, and sampling methodology contribute to fluctuations in the number of respondents, thereby affecting the total responses and burden hours. The total responses increased with the addition of the proposed Form EIA-830, Annual Storage Capacity Report (standby). However, because the standby form will be used only as needed, EIA anticipates the actual burden being lower. We only anticipate using the proposed standby form every three to five years. The burden hours per response decreased with the elimination of the annual supplement on three surveys.
