NRC Form 327 is submitted by certain fuel cycle facility licensees to account for SNM. The data is used by the NRC to assess licensee material control and accounting programs and to confirm the absence of (or detect the occurrence of) SNM theft or diversion. NUREG/BR–0096 provides guidance and instructions for completing the form in accordance with the requirements appropriate for a particular licensee.

At current operations, the burden increased by 32 hours, from 276 hours (69 reports x 4 hours per report) to 308 hours (77 reports x 4 hours per report), and the cost from $79,488 to $97,636. This burden increase is due to an additional uranium enrichment facility licensee in current operations now reporting its physical inventory reports, resulting in an increase of 8 reports per year. In addition, the cost to industry for professional effort has increased to $317/hour.
