Short Statement: The burden amounts decreased for this information collection from 3,941 responses to 396 responses and from 11,878 burden hours to 1,267. This decrease is a result of the Agency erroneously capturing the burden of grants and cooperative agreement applicants in the previous collection. This collection is solely for the burden associated with servicing the IRP loan funding program and the Agency has adjusted its calculations accordingly.

Description/Changes for Common Form Usage:  The reporting in Form RD 1951-4 will allow the intermediary and microlender to provide the information necessary for the Agency to meet the General Performance Results Act requirements in measuring program impact. The majority of the information requested in the application is generally available to the intermediary but simply placed in the format requested and submitted to the Agency. The form Rural Development uses consolidates credit information in a meaningful manner, which enables the Agency to more expeditiously review and analyze the material to make decisions.
