Justification for Non-Substantive Change 0575-0189 The Rural Housing Service (RHS or Agency) is submitting this non-substantive change request to update form RD 3560-42 “Farm Labor Housing Grant Agreement.” The Agency is revising this form to comply with the USDA initiative to include the Department’s General Terms and Conditions on all grant agreements and remove any redundancies. The revisions to this form do have any impact on the estimated burden.
