SSA needs information to make a formal determination for entitlement to widowâs or widowerâs benefits. We use Form SSA-10-BK to determine whether an applicant meets the statutory and regulatory conditions for entitlement to widowâs or widowerâs under the Old Age, Survivors, and Disability Insurance (OASDI) program. SSA employees interview individuals applying for benefits either face to-face or via telephone and enter the information into the Modernized Claims System (MCS). When MCS is temporary unavailable, technicians use the paper form to record the information. The respondents are applicants for widowâs or widowerâs benefits.

When we last cleared this IC in 2023, the burden was 286,328 hours. However, we are currently reporting a burden of 283,983 hours. This change stems from a decrease in the number of responses from 572,656 to 567,964. Although the number of responses changed, SSA did not take any actions to cause this change. There is no change to the burden time per response. These figures represent current Management Information data.
* Note: The total burden reflected in ROCIS is 1,023,853, while the burden cited in #12 of the Supporting Statement is 283,983. This discrepancy is because the ROCIS burden reflects the following components: field office waiting time + a rough estimate of a
30-minute, one-way, drive burden + learning costs. In contrast, the chart in #12 of the Supporting Statement reflects actual burden.
