Overview
The Office of Human Services Emergency Preparedness and Response (OHSEPR) is working to improve state-level routine and emergency repatriation processes through the development of clear guidance and conduct of training events. In support of this effort, OHSEPR intends to survey states to better understand current state repatriation capabilities and identify existing needs around the delivery of routine and emergency repatriation activities. To ensure that this activity addresses the unique aspects of emergency and routine operations, OHSEPR plans to disseminate a State Emergency and Routine Repatriation Insight Survey, for State Emergency Repatriation Coordinators (SERCs) and State Non-Emergency Repatriation Coordinators (SNERCs) with questions tailored to responders’ role.
This document includes email language to be used in the dissemination of the survey, landing page language that provides instructions for completing the survey, and the specific survey questions OHSEPR intends to ask states, as captured in Table 1.

Greetings Emergency and Routine Repatriation Coordinators,
As federal lead of the U.S. Repatriation Program (hereafter referred to as “the Program”), the Office of Human Services Emergency Preparedness and Response (OHSEPR) relies on collaboration with state partners (including U.S. territories, as per 45 CFR § 212.1) to support U.S. citizens and their dependents before, during, and after emergency repatriation incidents. To drive continuous Program improvement, OHSEPR is soliciting input from states to better understand challenges, operations, and feedback. 
ACTION REQUESTED: To gain insight into existing state repatriation capabilities, OHSEPR requests that State Emergency Repatriation Coordinators (SERCs) and State Non-Emergency Repatriation Coordinators (SNERCs) from each state complete the State Emergency and Routine Repatriation Insight Survey by [date]. Every SERC and every SNERC from each state should complete one survey. If you serve as both the SERC and SNERC for your state, you only need to complete the survey once.
Please make every effort to complete all survey questions to the best of your ability. The estimated completion time is approximately 60 minutes. SERCs and SNERCs are encouraged to collaborate with colleagues across their organizations as needed. Please note that Microsoft Forms does not allow users to save responses. As such, OHSEPR recommends copying and pasting your responses into a separate document before submitting the survey. 
This survey is designed to drive ongoing enhancement of the U.S. Repatriation Program by ultimately providing states with the resources necessary to more effectively support repatriates returning to the United States. By capturing critical insights into current operational challenges and unmet needs, the survey will directly inform the development of tailored SOPs and guidance documents that promote greater state self-sufficiency and readiness. All states are strongly encouraged to respond to this survey, but participation is voluntary. 
Your insights are vital to ensure the distinct experiences, challenges, and needs of each state are accurately reflected in survey data and in the guidance that OHSEPR develops moving forward. This is not an assessment or evaluation. OHSEPR will not share responses with other states or Program partners. 
This survey focuses specifically on SERC and SNERCs roles and responsibilities.

Your responses enable OHSEPR to better understand existing repatriation capabilities across states and develop clear, actionable guidance for states supporting U.S. citizens through the Program.

This is not an assessment or evaluation. OHSEPR will not share responses with other states or Program partners. Survey responses will help inform Programmatic guidance and improvement efforts to better support and empower self-sufficiency of states responding to an emergency repatriation incident.
