Abstract: The Federal Direct PLUS Loan Request for Supplemental Information serves as the means by which a parent applicant may provide certain information to a school that will assist the school in originating the borrower's Direct PLUS Loan award, as an alternative to providing this information to the school by other means established by the school. This is a request for a revision of the currently approved form. The One Big Beautiful Bill Act (OBBBA) signed into law on July 4, 2025, made statutory changes to Sections 455(a), 455(d), 455(e), 455(g), and 455(q) that impact borrower eligibility, terms and conditions, and borrowers’ rights and responsibilities for Direct PLUS Loans received on or after July 1, 2026. The new regulations directly impact the Direct PLUS Loan Request. Namely, the regulations modify the annual and aggregate loan limits for Direct PLUS Loans for parent borrowers and eliminate a graduate or professional student’s eligibility for new PLUS loans as of July 1, 2026

Short Statement: This is a request for a revision of the currently approved form. The Department recently estimated the total annual number of PLUS MPN and PLUS Endorser respondents to be approximately 1,379,766 (91 FR 17956). For consistency purposes the Department is continuing to estimate 1,379,766 respondents which causes a small increase in burden and responses to this collection. The increase is solely due to adjustment in agency estimates based on Department data. The Department does believe OBBBA changes will decrease burden for this collection, but it would be a misrepresentation to decrease burden and responses at this time due to the transitional period. The Department intends to update burden for this collection upon the next renewal of this form no later than 3 years from approval of this revision. We anticipate future burden changes will be made to this collection to remove PLUS loans for graduate students as outlined in the OBBBA.
