SUMMARY: In accordance with the

Paperwork Reduction Act of 1995, FAA
invites public comments about our
intention to request the Office of
Management and Budget (OMB)
approval to renew an information
collection. The Federal Register Notice
with a 60-day comment period soliciting
comments on the following collection of
information was published on April 23,
2026. The collection consists of reports
from grant recipients documenting
technical progress, schedule, risks, and
costs for each already awarded FAST
grant. The information to be collected
will be used to monitor performance of
these projects.
DATES: Written comments should be
submitted by September 3, 2026.

Background: The Federal Register
Notice with a 60-day comment period
soliciting comments on the following
collection of information was published
on April 23, 2026 (91 FR 21860). The
FAA will use this renewed collection to
continue to monitor and evaluate the
performance of awarded FAST grants.
FAA is collecting information on
technical progress, schedule, risks, and
costs for each project. This information
is collected via required performance
reporting deliverables, including
quarterly and publicly releasable annual
reports and semi-annual review
presentations. A team of subject matter
experts in aircraft technology
development and aviation fuels from the
FAA and other government agencies
review these deliverables. This
collection is necessary to ensure proper
oversight of the use of taxpayer funding
and to provide transparency to the
public in the form of public reports. The
FAST Grant Program was established
under Public Law 117–169.
Respondents: FAST grant recipients.
Frequency: Quarterly.
Estimated Average Burden per
Response: 134 hours per grant recipient
per year.
Estimated Total Annual Burden: 1876
hours.

Alcohol Clearinghouse
AGENCY: Federal Motor Carrier Safety

Administration (FMCSA), Department
of Transportation (DOT).
ACTION: Notice and request for
comments.
SUMMARY: In accordance with the

Paperwork Reduction Act of 1995,
FMCSA announces its plan to submit
the Information Collection Request (ICR)
described below to the Office of
Management and Budget (OMB) for
review and approval and invites public
comment. The Agency’s final rule titled
‘‘Commercial Driver’s License Drug and

Alcohol Clearinghouse’’
(Clearinghouse), published in the
Federal Register on December 5, 2016,
established the regulatory requirements
for the Clearinghouse. The compliance
date for the final rule was January 6,
2020. FMCSA began collecting data as
authorized users began registering in the
Clearinghouse in September 2019. This
ICR revision is needed to support the
continuation of the querying and
reporting requirements to address the
problem of commercial driver’s license
(CDL) and commercial learner’s permit
(CLP) holders who test positive for the
use of controlled substances or the
misuse of alcohol and then continue to
perform safety sensitive functions,
including driving a commercial motor
vehicle (CMV), without completing the
required return-to-duty (RTD) process.

• Employers, or C/TPAs acting on
behalf of an employer: At a minimum,
employers are required to query the
Clearinghouse for each driver they
currently employ at least once a year.
Employers must query the
Clearinghouse for all prospective
employees, as needed. In addition,
employers report to the Clearinghouse
