Abstract: This information collection request requires counties owning a bridge structure classified as Type 3 by the U.S. Department of the Interior’s Bureau of Reclamation (USBR) and that crosses a water conveyance structure owned by USBR in the 17 Western United States, applying alone or in partnership with other units of local government or Tribal entities, to submit information voluntarily. The purpose of this collection is to improve the condition, safety, and efficiency of county-owned bridges crossing USBR water conveyance structures, thereby protecting water delivery systems and ensuring the safe, efficient, and reliable movement of people and goods over these critical crossings. The information will be received by the U.S. Department of Transportation's Federal Highway Administration (FHWA). Examples of the information that would be reported include Standard Forms (such as the SF-424, SF-424C, SF-424D, SF-LLL, and Grants.gov Lobbying Form), a detailed project budget, a project schedule, a detailed statement of work, and the completed BIT3 Competitive Grant Program Application Template (which collects project backgrounds, location coordinates, USBR facility/water conveyance nexus details, USBR and National Bridge Inventory numbers, merit criteria narratives, and project readiness assessments). For successful grant recipients, post-award requirements include semi-annual progress reports, semi-annual Federal Financial Reports (SF-425), and at least two post-award performance measures detailing project outcomes relative to statutory program goals. The frequency of this collection includes a one-time application submission, followed by semi-annual progress and financial reports and periodic outcome measure reporting for successful grant recipients. This is a new information collection request associated with a new Notice of Funding Opportunity (NOFO).
