To ensure adequate public protection from exposure to potential hazardous liquid pipeline failures, PHMSA collects information on reportable hazardous liquid pipeline accidents. This mandatory information collection covers hazardous liquid pipeline accident report requirements in § 195.50 and general record keeping burden associated with complying with Federal hazardous liquid pipeline safety regulations in part 195. The definition of an âaccidentâ and the reporting criteria for submitting a Hazardous Liquid Accident Report (form PHMSA F7000-1) is detailed in 49 CFR 195.54. 49 CFR 195.54 requires hazardous liquid operators to file an accident report, as soon as practicable, but not later than 30 days after discovery of the accident, on DOT Form 7000-1 whenever there is a reportable accident the characteristics of an operatorâs pipeline system. 49 CFR 195.52 requires operators of hazardous liquid and carbon dioxide pipeline systems to make immediate telephonic or online notice to the National Response Center (NRC) in the event of a reportable accident. PHMSA proposes to revise this information collection to require breakout tank operators who elect to use risk-based inspection protocols to make and retain records documenting the risk assessment in accordance with the 5th edition of API Standard 653.

The Pipeline Safety: Breakout Tank Inspection NPRM proposes to require operators of breakout tanks who elect to use risk-based protocols to make and retain records documenting the risk assessment in accordance with the 5th edition of API Std 653. PHMSA estimates that 211 tanks will elect to use an RBI with each tank needing approximately 480 hours to develop a plan. The 5th edition of API Standard 653 requires operators to review and approve the plan at least once every 10 years or when warranted by process, equipment, or consequence changes. PHMSA estimates 3 operators, per year, will spend one (1) hour reviewing the RBI plans. The recordkeeping burden of this information collection is being revised to account for this added burden.
