The United States International Trade Commission (Commission) is conducting a factfinding investigation (Inv. No. 332-608) to analyze the impacts of the automotive rules of origin (ROOs) in the United States-Mexico-Canada Agreement (USMCA), including their impact on the U.S. economy, effects on the competitiveness of the U.S. automotive industry, and the relevancy of the ROOs in light of technological changes. This investigation is in connection with United States-Mexico-Canada Agreement Implementation Act (19 U.S.C. 4532(g)(2)) (âthe Actâ). The Act requires the Commission to prepare a series of five biennial reports on the USMCA automotive ROOs, and to provide those reports to the President, the House Committee on Ways and Means, and the Senate Committee on Finance. The first of the reports was delivered on June 30, 2023, and the second was delivered on July 1, 2025. There are three additional reports due in 2027, 2029, and 2031. Similar to the second report, the Commission is conducting a survey of motor vehicle producers with U.S. production operations for the 2027 report and will deliver the results of its investigation by July 1, 2027.

The Commission currently imposes no reporting burden on businesses with respect to the USMCA automotive ROOs. The burden on businesses increased because, after reviewing publicly available information, the Commission found that key details required for the report outlined in the Act were unavailable, making a primary data collection necessary. Such data are not publicly available.
