OMB Control Number: 0518–0028. Summary of Collection: The Office of Scientific Quality Review (OSQR) oversees peer review of Agricultural Research Service (ARS) research plans in response to Congressional mandate in the Agricultural Research Extension, and Education Reform Act of 1998 (Pub. L. 105–185, section 103d). The ARS peer-review panels are comprised of scientists who review current scientific research projects and who have expert knowledge in the fields being reviewed. The OSQR oversees the process of panel member selection, their personal documentation and certification for review, and the recording, and transmittal of panel reviews. The primary objective of the National Agricultural Statistics Service (NASS) is to provide data users with timely and reliable agricultural production and economic statistics, as well as environmental and specialty agricultural related statistics. To accomplish this objective, NASS relies on the use of diverse surveys that show changes within the farming industry over time. The primary functions of the National Agricultural Statistics Services’ (NASS) are to prepare and issue State and national estimates of crop and livestock production, disposition, and prices and to collect information on related environmental and economic factors. The Field Crops Production Program consists of probability field crops surveys and supplemental panel surveys. NASS will use surveys to collect information through a combination of the internet, mail, telephone, and personnel interviews. The general authority for these data collection activities is granted under U.S. Code Title 7, Section 2204. The National Agricultural Statistics Service (NASS) is requesting a substantive change to the Field Crops Production information collection request (OMB No. 0535–0002). This revision adds two questions to the January and June Sugarcane Inquiry questionnaires, to more accurately capture sugarcane production changes. NASS is also requesting to use text message and email reminders for respondents who have opted to receive these messages, which results in an increase in 483 burden hours. There are no other changes to the survey methodology or procedures previously approved. Need and Use of the Information: NASS collects information on field crops to monitor agricultural developments across the country that may impact on the nation’s food supply. The Secretary of Agriculture uses estimates of crop production to administer farm program legislation and import and export programs. Collecting this information less frequently would eliminate the data needed to keep the Department abreast of changes at the State and national level. Summary of Collection: The USDA SBIR/STTR Programs are administered by the National Institute of Food and Agriculture (NIFA) of the USDA. NIFA exercises overall oversight for the policies and procedures governing SBIR/STTR grants awarded to the U.S. small business community. In 1982, the Small Business Innovation Research (SBIR) Grants Program (Pub. L. 97–219, 96 stat. 217), 15 U.S.C. 638, was authorized. In 1992, the Small Business Technology Transfer (STTR) Grants Program was authorized by the Small Business Research and Development Enhancement Act (15 U.S.C. 638). In 2026, the Small Business Innovation and Economic Security Act reauthorized the SBIR and STTR programs through September 30, 2031. Need and Use of the Information: USDA uses the SBIR/STTR Funding Agreement Certification form to ensure SBCs meet specific eligibility requirements for a Small Business Innovation and Research or Small Business Technology Transfer award. The form asks applicants to certify a series of ten statements in order to ensure the grantee is complying with specific program requirements during the life of the funding agreement. If SBC is majority-owned by venture capital companies, hedge funds, or private equity firms, then they will be required to fill out an eight-question form in addition to the SBIR/STTR Funding Agreement Certification. The small business concern may be required to update the SBIR/STTR Funding Agreement Certification form to assure continued eligibility and compliance when changes in the SBC apply.
