This information collection enables APHIS to document the movement history of an animal throughout its life. Knowing where diseased and at-risk animals are -- as well as where they have been and when -- is indispensable during an emergency response and for ongoing disease programs.

APHIS is seeking approval of a revision of a currently approved information collection request. This request is for 80,302 respondents, 947,082 estimated responses and 536,091 estimated burden hours.

There is a program change of -170,130 Responses resulting in a decrease of -85,028 total burden hours.
⢠Item 1: Removal of State figures for Approval of Official ID Devices. This was erroneously included previously, as States are not involved in approving ID devices (former collections counted National Uniform Eartagging System tags in this number, but these are not considered official devices at this time). This removed 169,750 responses and 84,875 hours of response time.
⢠Item 2: Similarly, VS removed use of and recordkeeping for the VS 1-64 for States (which do not review the forms; only VS does that), removing 330 information responses and 50 recordkeeping responses, and 28 information and 125 recordkeeping hours of response time.

There is an adjustment decrease of -193,285 respondents and -1,358,630 Responses resulting in a decrease of -897,253 total burden hours.
⢠Item 1: The estimated response time for both States and businesses for official identification device distribution was dropped from 448 and .5 respectively to 200 to .25 respectively, in recognition that both States and businesses are managing records and information processing more effectively and efficiently. This resulted in a reduction from 23,296 to 10,400 for State recordkeeping and from 163,508 to 81,754 for States collecting and providing distribution information.
⢠Item 2: Similarly, VS cut the estimated response time for businesses administering official ID devices from 2.5 hours to 1 hour to illustrate increased business efficiency in handling this work. This cut the burden hours for this activity from 61,250 to 24,500.
⢠Item 3: VS adjusted the number of business respondents and responses for approval official ID devices 273,385 and 1,366,925 respectively to 8,600 for each as a more realistic estimate of current figures for this activity based on observed use.
⢠Item 4: VS adjusted the response time for both providing information and recordkeeping for businesses registering premises ID from .5 to .25, cutting burden hours from 40,050 (response) and 80,100 (recordkeeping) to 20,025 for each.
⢠Item 5: VS adjusted business use for the VS 1-64 from 505 respondents and 505 responses to 25 respondents and responses, but increased the time involved from .167 to 5 hours, increasing the total burden for this item from 85 hours to 125 hours. VS reduced the number of respondents to accurately reflect the number of manufacturers it might receive applications from, and increased the time involved because filling out the 1-64 form includes additional information for APHIS to review to determine if a device can be approved.
