Abstract: When a claimant dies before we make a determination on that person’s request for reconsideration of a disability cessation, SSA seeks a qualified substitute party who may choose to pursue the appeal. If SSA locates a qualified substitute party, the agency uses Form SSA–770–U4 to collect information about whether to pursue or withdraw the reconsideration request. We use this information as the basis for the decision to continue or discontinue with the appeals process. Respondents are individuals with a relationship to the deceased or the deceased’s estate who may be made a substitute party and proceed with or withdraw the reconsideration request.

Short Statement: When we cleared the this ICR in 2023, the burden was 32 hours. However, we are currently reporting a burden of 20 hours. This change stems a decrease in the number of responses from 384 to 237. There is no change to the burden time per response. Although the number of responses changed, SSA did not take any actions to cause this change. These figures represent current Management Information data. *Note: The total burden reflected in ROCIS is 241, while the burden cited in #12 of the Supporting Statement is 20. This discrepancy is because the ROCIS burden reflects the following components: field office waiting time + learning costs + a rough estimate of a 30-minute, one-way, drive burden. In contrast, the chart in #12 above reflects actual burden.
