This is a renewal of a currently approved collection. The renewal reflects an overall decrease of FHA-insured mortgages. This decrease can be attributed to a rising interest rate market; rates over the past three years have almost doubled when compared to the COVID-era interest rates, averaging near 7 percent. Historically, higher interest rates lead to a reduction in the refinance market throughout the entire lending industry and is not specific to the FHA loan market. The prior renewal of this collection reported that over 50% of the average originations could be ascribed to refinance transactions, while this renewal reflects that less than 30% of the current average of originations are refinances.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
