Abstract: SSA uses the information gathered by each benefit application to determine eligibility for Social Security benefits and the amount of the benefits. This information collection is voluntary. However, the collection of this information is mandatory for SSA to award or deny monthly benefits as parents of a deceased worker. The public can apply for this benefit using one of two modalities: (1) a paper application (Form SSA-7-F6); or (2) a field office interview (in person or by telephone), during which SSA employees enter applicant data directly into the Modernized Claims System (MCS). The respondents are applicants filing for Parent’s Insurance Benefits.

Short Statement: When we last cleared this IC in 2023, the burden was 82 hours. However, we are currently reporting a burden of 211 hours. This change stems from an increase in the number of respondents from 329 to 422. Although the number of responses changed, SSA did not take any actions to cause this change. There is also a change to the burden of time per response from 15 minutes to 30 minutes since this type of benefit has become uncommon and the questions are not as familiar as other applications; therefore, responders need additional time to respond and gather the relevant information. These figures represent current Management Information data. *Note: The total burden reflected in ROCIS is 609, while the burden cited in #12 of the Supporting Statement is 211. This discrepancy is because the ROCIS burden reflects the following components: field office waiting time/telephone call system pick-up times + a rough estimate of a 30-minute, one-way, drive burden + learning costs. In contrast, the chart in #12 above reflects actual burden.
