The requirements implement sections 201 and 251 of the Communications Act of 1934, as amended, to provide for physical collocation on rate, terms, and conditions that are just, reasonable, and nondiscriminatory, and to promote deployment of advanced services without significantly degrading the performance of other services. All the requirements will be used by the Commission and competitive local exchange carriers (LECs) to facilitate the deployment of telecommunications services, including advanced services, and to implement sections 201 and 251 of the Act.
The Commission is reporting an adjustment to the burden hours because the number of reporting entities has decreased. This burden falls on ILECs.
Current Commission records indicated that, over time, the number of active incumbent LECs has decreased from approximately 1,500 to approximately 1,168, of which we count half as respondents. The total number of annual responses has decreased from 9,270 to 7,278 (-1,992). The annual burden hours for this collection are now estimated to be decreased from 32,845 hours to 25,873 hours (-6,972).
