Abstract: This collection is conducted under the authority of section 1128 of the National Defense Authorization Act for Fiscal Year 2004 (Pub. L. 108-136; 5 U.S.C. 7101 note). Section 1128 requires executive agencies to conduct an annual employee survey to evaluate leadership and management practices and employee satisfaction on five specific topics. The statute orders OPM to prescribe a set of common survey questions, which were implemented at 5 CFR part 250, subpart C.

Short Statement: The Federal Employee Viewpoint Survey was not treated as subject to the Paperwork Reduction Act. Although creating the ICR for the Annual Employee Survey appears to be an increase in burden, there are fewer questions and the regulatory change will reduce the burden on employees and the government.
