To: Kelsi Feltz Office of Information and Regulatory Affairs (OIRA) Office of Management and Budget (OMB) From: Timothy Kelly, Program Officer Office of Refugee Resettlement, Survivors of Torture Program Administration for Children and Families (ACF) Date: October 2, 2026 Subject: NonSubstantive Change Request – Office of Refugee Resettlement (ORR) Services for Survivors of Torture (SOT) Program Data Points (PDP) (OMB# 0970-0599) This memo requests approval of nonsubstantive changes to the approved information collection, Office of Refugee Resettlement (ORR) Services for Survivors of Torture (SOT) Program Data Points (PDP) (OMB# 0970-0599). Background ORR received OMB approval for a revision of a currently approved information collection system on April 13, 2026. This system included a revised SOT Performance Progress Report (PPR) and Program Data Points (PDP) with a combined 30% reduction in burden. However, ORR postponed the changes to the SOT PDP module in the Refugee Arrivals Database Systems (RADS) for one year due to limited technical staff capacity and other higher priority projects. ORR plans to use the previously approved PDP for one year, and the revised PPR, resulting in a burden reduction of 20%. Overview of Requested Changes ORR is requesting to use the previous version of the ORR Survivors of Torture Program Data Points (PDP) (OMB# 0970-0599) for collecting the FY 2026 Program Data Points. This one-year extension would allow the SOT recipients to submit their FY 2026 PDP in the RADS SOT module. The extension would also give ORR time to revise the PDP Form in RADS before the FY 2027 reports are due. The postponed PDP revisions include the removal of changes to ten subcategories for two program indicators (DP 8, 11) and the addition of one subcategory in one program indicator (DP 1c). Time Sensitivities ORR requests an expedited review and approval of this request. Recipients must submit the FY 2026 PDP Reports in RADS on October 30, 2026.
