In order to satisfy local and regional needs and preferences, the Commission requires regional planning committee made up of representatives from each public safety community to draft and submit regional plans. The Commission uses the information to assign licenses and may also use the information to determine whether prospective licensees will operate in compliance with the Commission Rules.
The Commission is reporting adjustments/decreases to this information since the last submission to OMB. The total respondents decreased from 1,175 to 1,066 (-109), the total annual responses decreased from 1,175 to 1,066 (-109), and the total annual burden hours decreased from 35,715 to 1,066 (-34,649). These changes are due to the fact that applications requiring regional plan certifications, while more numerous than initial plans or plan modifications, require significantly less information and are therefore significantly less burdensome.
Also, the Commission is reporting a program change because we are voluntarily discontinuing the information collection for rule section 47 CFR § 90.1211 - Regional Plan. Since the Commission has stayed this rule since 2004, the burdens associated with this collection have been â0â since that time which did not impact this submission to OMB.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
