FEDERAL ENERGY REGULATORY COMMISSION WASHINGTON, D.C. 20426 OFFICE OF ELECTRIC RELIABILITY North American Electric Reliability Corporation Docket No. RD26-10-000 September 30, 2026 North American Electric Reliability Corporation 1401 H Street, N.W., Suite 410 Washington, D.C. 20005 Attention: Lauren Perotti, Assistant General Counsel Alain Rigaud, Associate Counsel North American Electric Reliability Corporation Reference: Petition of the North American Electric Reliability Corporation for Approval of Proposed Reliability Standard PRC-029-2 Dear Ms. Perotti: On August 28, 2026, as amended on September 1, 2026, the North American Electric Reliability Corporation (NERC) filed a petition seeking approval of proposed Reliability Standard PRC-029-2 (Frequency and Voltage Ride-through Requirements for Inverter-Based Resources); the associated implementation plan, violation risk factors, and violation severity levels; and the retirement of currently effective Reliability Standard PRC-029-1. NERC explains that the proposed Reliability Standard would advance the reliability of the Bulk-Power System and address the issues identified in Order No. 909 by narrowly expanding the exemption criteria for IBR ride-through requirements in proposed Reliability Standard PRC-029-2 to include projects: (i) under active development with an executed interconnection agreement and equipment procurement contract in place by the applicable effective dates; and (ii) high voltage direct current (HVDC)-connected IBRs with a well-documented hardware limitation. NERC states that these limited exemptions would help the included resources avoid unnecessary delays, abandonment, or retirement, and ensure that these resources remain in or come into service to support resource adequacy and generation capacity demands.1 NERC further explains that the proposed standard would revise the voltage ride1 NERC Petition at 2. Docket No. RD26-10-000 -2- through criteria in Attachment 1 to add Item 12 to address the technical limitation of HVDC-connected IBRs using choppers to connect to the alternating current (AC) grid. Proposed Item 12 would exempt HVDC-connected IBRs with choppers from the ridethrough criteria in Items 7, 8, and 9, as the integrated system is inherently unable to meet these specific criteria without safety or damage risk.2 NERC’s filing was published in the Federal Register, 91 Fed. Reg. 57145 (Sept. 8, 2026), with interventions and protests due on or before September 28, 2026. Timely, unopposed motions to intervene were filed by Deriva Energy, LLC (Deriva), Leeward Renewable Energy, LLC (Leeward), and TerraForm Power Parent LLC. Ørsted Wind Power North America, LLC (Orsted), Deriva and Leeward (collectively, Indicated Wind IBR Entities), and American Clean Power Association and Solar Energy Industries Association (collectively, Clean Energy Associations) filed comments in support of NERC’s petition.3 Electric Reliability Council of Texas, Inc. (ERCOT) filed comments taking “no position on whether the Commission should approve PRC-029-2 or whether PRC-029-2 aligns with the Commission directives in Order No. 909.”4 Pursuant to the relevant authority delegated to the Director of the Office of Electric Reliability (OER) under 18 C.F.R. § 375.303(b)(1)(i) (2025), the timely, unopposed motions to intervene serve to make the entities that filed them parties to this proceeding. Further, NERC’s uncontested filing is hereby approved pursuant to the relevant authority delegated to the Director of OER under 18 C.F.R. § 375.303(a)(2)(i), effective as of the date of this order. This action shall not be construed as approving any other application pursuant to 18 C.F.R. § 375.303(a)(2)(i). Such action shall not be deemed as recognition of any claimed right or obligation associated therewith and such action is without prejudice to any findings or orders that have been or may hereafter be made by the Commission in any proceeding now pending or hereafter instituted by or against the Electric Reliability Organization or any Regional Entity. This order constitutes final agency action. Requests for rehearing by the Commission may be filed within 30 days of the date of issuance of this order, pursuant to 18 C.F.R. § 385.713 (2025). 2 Id. at 11.
