High Seas Fishing Permit Application, Logbook Reporting and Vessel Marking

OMB 0648-0304

OMB 0648-0304

TThis information collection is necessary to comply with the High Seas Fishing Compliance Act (HSFCA), 16 U.S.C. 5501 et seq., which, among other things, requires U.S. vessels that operate on the high seas to possess a permit issued in accordance with Section 104 of the HSFCA and be marked for identification purposes. HSFCA also requires permit holders to report their fishing activities. NMFS proposes to revise these regulations, as shown in the attached proposed rule. The revision, per 0648-AV12, would add a transshipment declaration form and a VMS requirement, and revise the application form to this collection, but eliminate the need for the high seas fishing logbooks. This was meant to be a revision/extension, but the rule publication was delayed.

The latest form for High Seas Fishing Permit Application, Logbook Reporting and Vessel Marking expires 2021-12-31 and can be found here.
