An Agreement to Promote Compliance
with International Conservation and Management Measures by Fishing
Vessels on the High Seas adopted by consensus by the United Nations
Food and Agriculture Organization (Nov. 11, 1993). The need for the
Agreement evolved from the concern that vessels belonging to member
nations of regional fisheries organizations were reflagging to
non-member nations in order to continue fishing in the management
areas unconstrained by rules set by the organizations and their
